【摘要】:Uraniumhexafluorideisnormallyproducedandhandledinlarge(typically1-to14-ton)quantitiesandmust,therefore,becharacterizedbyreferencetorepresentativesamples.Thequantitiesinvolved,physicalproperties,chemicalreactivity,andhazardousnatureofUF6aresuchthatforrepresentativesampling,speciallydesignedequipmentmustbeusedandoperatedinaccordancewiththemostcarefullycontrolledandstringentprocedures.Thispracticeindicatesappropriateprinciples,equipment,andprocedurescurrentlyinuseforbulksamplingofliquidUF6.ItisusedbyUF6converters,enrichers,andfuelfabricatorstoreviewtheeffectivenessofexistingproceduresorasaguidetothedesignofequipmentandproceduresforfutureuse.OthersamplingproceduressuchasUF6vaporsamplingarenotdirectlyrepresentativeofthequalityofliquidUF6.Itisemphasizedthatthispracticeisnotmeanttoaddressconventionalornuclearcriticalitysafetyissues.1.1Thispracticecoversmethodsforwithdrawingrepresentativesamplesofliquiduraniumhexafluoride(UF6)frombulkquantitiesofthematerial.Suchsamplesareusedfordeterminingcompliancewiththeapplicablecommercialspecification,forexampleSpecificationC787andSpecificationC996.1.2ItisassumedthatthebulkliquidUF6beingsampledcomprisesasinglequalityandquantityofmaterial.Thispracticedoesnotaddressanyspecialadditionalarrangementsthatmightberequiredfortakingproportionalorcompositesamples,orwhenthesampledbulkmaterialisbeingaddedtoUF6residuesalreadyinacontainer("heelsrecycle").1.3Thenumberofsamplestobetaken,theirnominalsampleweight,andtheirdispositionshallbeagreeduponbetweentheparties.1.4Thescopeofthispracticedoesnotincludeprovisionsforpreventingcriticalityincidents.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
