本标准以IEC 1000-4-2为依据，并引用了该标准的适用之处。本标准规定了有输出触点或无输出触点的静态量度继电器和保护装置的静电放电试验的一般要求。本试验的目的是证明被试量度继电器和保护装置在被激励并受静电放电影响时不会误动作。本标准的各项要求仅适用于新的量度继电器和保护装置。本标准的目的是规定：a)所用术语的定义；b)试验的严酷等级；c)试验条件；d)试验程序；e)合格判据。
